Definition

What Is Subsidiary and INGO Payroll?

Subsidiary and INGO payroll is the monthly process of calculating, approving and paying salaries for a foreign-owned company or international NGO in Bangladesh, including tax deducted at source, provident fund, bonuses and statutory reports, in line with Bangladeshi law and the head office or donor’s own rules.

Under Section 86 of the Income Tax Act 2023, employers in Bangladesh must deduct income tax from salaries each month and deposit it with the government.

Subsidiaries answer mainly to their head office and the tax authority. INGOs also answer to the NGO Affairs Bureau and their donors, so every salary must match an approved project budget.

Salary structure

What We Calculate in Every Payslip

Bangladeshi salaries are usually split into several allowances. We apply your policy, the tax rules and any loan or provident fund deductions, so the net pay is right the first time.

For INGOs

Every Salary Charged to the Right Grant

Donor auditors want to see that each salary charged to a grant matches the approved budget and the time the person really spent on it. We split each salary across project and grant codes using your timesheets or approved level of effort.

The NGO Affairs Bureau approves each project budget through an FD-6 form, and administrative or support costs must not exceed 20% of it. Foreign staff must also be named in the approved project and hold an NGOAB work permit.

You get: a monthly allocation report by grant, ready for donor financial reports and audits.
